Design details:

Making unwanted advances towards another person are often attributed to the way they dress -- "I couldn't help myself because of the way you're dressed; I'm not to be blamed here, you brought it on yourself and should have known better before you left the house in that thing". Not only does this behavior impinge on another's freedom to dress the way they deem fit, letting this perverted viewpoint slide without voicing opposition to it or punishing the perpetrator emboldens them to continue to act with impunity without any fear of repercussion. The message here is loud and clear:

1. Modesty is a personal choice, not a societal expectation. If something goes against your belief system, then change yourself without expecting others, strangers no less, to adhere to your worldview.

2. Consent isn't optional under ANY circumstance. Period.
